Updated README and INSTALL [#394084]

I've attached a patch indicating that the sparkline library is included with the module. As well, it links to the issue queue for bugs and todo's.

Patch also does not apply. Appears to be against a version 2 revisions back?

Sorry - looks like I was using the 6--1 branch instead of HEAD. Here is a rerolled page which some minor changes.
