My node locations are just fine -- configured from Content Types and showing up as expected. However, where am I supposed to be able to set a user location? I don't see any tabs, fields, or groupings related to locations for the user account. I have user locations enabled and permissions set.

Yes User Locations is enabled, relevant permissions have been granted, and cache has been cleared. What should I be seeing? Maybe I am missing something?

FYI I do have Content Profiles enabled. Not sure of any other modules worth mentioning...

yes.. i got frustrated with this today and found this issue while searching for another issue :S

they are located in admin/user/settings at the bottom of the form (after the submit button) and in a collapsed fieldset.

not a great spot.
