how can I make own regios in the foliage theme?

I have write this in the foliage.info:

name = Foliage
description = Table-less, source-ordered and multi-column theme - maintained by FreeCmsDesigns.com.
core = 6.x
engine = phptemplate

regions[header] = Header
regions[Menue_oben] = Menue oben
regions[weiss_oben] = weiss oben
regions[content] = Content
regions[weiss_unten] = weiss unten
regions[footer] = Footer

stylesheets[all][] = style.css
stylesheets[print][] = print.css

But yet i can´t move blocks in the header region and so on.

I become this messaging: Access denined, tought i the user 1.

What must and what can i do?
