Problem/Motivation

StatementBase recently became the base class for StatementInterface, and now there's no benefit to have an intermediate class in the inheritance hierarchy. StatementPrefetchIterator was deprecated already in #3575547: Deprecate StatementPrefetchIterator.

Proposed resolution

Add Statement classes extending from StatementBase for the MySql and PgSql drivers and deprecate StatementWrapperIterator.
