Problem/Motivation

Views provides a cache plugin type, which allows you to select the caching options for your view.

However, this sort-of interfaces with Drupal core's page caching, but not as much as you'd expect.

AFAICT, the CachePluginBase::getCacheTags() are used for the page's cache tags.

But if you select the 'None' caching plugin, you might expect the page is never cached, and this is not the case.
