Filter, sort and page the presets list

Problem/Motivation

The presets list is a draggable table. With many presets, ordering by hand does not scale, and nothing finds a given preset.
The library sorts presets by that weight and lists Others first.

Proposed resolution

Filter the presets list by group, context and label.
Sort it by label, publication or last update, the most recent first. 20 a page, filters, sort and page in the URL.
A Status column, enabled and published being independent.
Remove the weight: the library lists presets by group, then by label, Others last.
The Instances list moves its filters and sort from the session to the URL, on the same code.

Remaining tasks

• Review.
• Publish the change record "Pattern presets no longer have a weight".

API changes

InstanceListBuilder::getSessionFilters() and getSessionSort() are removed.

Data model changes

display_builder.pattern_preset.* loses weight, removed by a post update.
