Problem/Motivation

Reported by davituri in the security advisory coverage application (#3608067, comment 7). The taxonomy term condition was renamed to "Vocabulary or term" in the 2.0.x branch, but the first bullet of README.md still describes it as "Vocabulary" and the class comment of VocabularyCondition still says "Provides a 'Vocabulary' condition", which does not match the label users see in the block visibility UI. README.md also has one line over 80 characters that phpcs reports as a warning.

Steps to reproduce

Compare the condition label in the block visibility tabs with the README bullet and the class docblock.

Proposed resolution

Use "Vocabulary or term" consistently in README.md and in the VocabularyCondition class comment, and rewrap the affected README paragraphs to 80 columns.
