Subscribe to model changes and fill the queue

Proposed resolution

• Subscribe to create, update and delete of the configuration that makes up the model: field_config, field_storage_config, node_type and the bundle entities of other entity types, taxonomy_vocabulary, paragraphs_type, media_type, menus and menu links, search_api_index, plus this module's own settings.
• Queue an entry with the proposed default — field type to shape, machine name to response key.
• Do the work outside the request that caused it where possible, so that saving a field is not slowed by a scan.
• Never act, only queue.
