Measure how much of the paragraph layer is declarative

Problem/Motivation

Paragraphs are the risk that could leave this work with its original problem: a hand-written switch per site. Two of the three sites have 32 and 38 paragraph type handlers with only nine types in common. Before designing the layer, the split has to be measured rather than estimated.

Proposed resolution

• Go through all paragraph type handlers of the three sites and classify each: fully expressible as a field-to-key map, expressible with a service call, or genuinely computational.
• Publish the counts, per site and in total.
• If the computational share turns out large, say so plainly and reconsider the design of this layer before writing it — that is the point of measuring first.
