Problem/Motivation

Moderators can see newly submitted, unpublished comments, but ACT’s new-comment count and navigation exclude them. New comments that a moderator can view should be discoverable through the toolbar.

Steps to reproduce

An anonymous user submitted a reply requiring approval. After refreshing the discussion, an administrator could see the unpublished reply, but the toolbar showed “0 new” and disabled Previous new / Next new buttons.

The administrator had to scroll through the discussion to find the reply. The theme-rendered comment also displayed a “New” badge, contradicting the toolbar.

Proposed resolution

Include newly submitted comments that the current moderator has permission to view in new-comment navigation.

Clearly identify comments awaiting approval.

Unpublished comments must remain hidden from viewers without permission to see them, and published totals should remain accurate.
