Problem/Motivation

When an item is not succesfully submitted, and thus doesnot have an external id, it is never submitted again. When you edit and save it, you will get a simple log message that the item does not exist, en therefore has not been updated.

Proposed resolution

When the item doesnot exist yes, and the operation is update, continue the operation as create.
