Problem/Motivation

When installing the Entity Synchronization module for the first time without additional modules, there is no operation configurator plugin and thus no operation types can be created. The access handler - correctly - denies access to create an operation type, and the user that visits the operation type listing page faces an empty page without any instructions.

The message should be improved to indicate that a module that provides an operation configurator must be installed for operation types to be available.
