Problem/Motivation

Drupal 11 and 12 are currently on Yarn 4.9.1 and have been for some time.

Let's upgrade to the latest version, Yarn 4.18.0, in both branches.

Comments still seem to be working.. maybe we only do for 12 though?

I tried both yarn set version 4.18.0 and yarn set version stable from the core directory, and both times I only got changes to core/package.json. @longwave is there something else you ran?
Never mind, I see the other changes after yarn install.
