Move the existing structures of the module onto the shape library

Problem/Motivation

The shape library only pays for itself once the existing 42 resources use it. Until then it is a second way of doing what the builders extracted from the helper already do, and two ways of doing one thing is the situation this project exists to end.

Proposed resolution

• Express the structures the current resources build as declarative structures over the shape library, bundle by bundle.
• Keep the responses identical: the existing functional suites and the OpenAPI schema assertions are the acceptance criteria, and they must pass unchanged.
• Where a builder does something no shape can express, record it as a candidate for a service call or for the manual folder rather than adding a branch to a shape.
• Retire the parts of the helper that this replaces, keeping the deprecation policy the module already follows.
