Problem/Motivation

In #3427095: [Meta] Deprecate text_with_summary we’ve done multiple steps in decoupling text_with_summary from profiles, tests, other modules, etc. Final step is to move to a new module in core and immediately deprecate to move to contrib. Just need all the sign off :)

#3427095: [Meta] Deprecate text_with_summary already says this has support of framework and product managers :) Me as product manager support this. The original issue two levels deeper from @catch in #2726497: Deprecate text_with_summary (same title different issue!) points out that display modes can do this so we don't need a dedicated feature.
