Part of #3619507: Remove weights from system.libraries.yml

There's only one weight declaration:

      # Ensure action-link.css is loaded after button.css.
      css/components/action-link.css: { weight: 10 }

This is in the same library, so we should be able to move it later - files are loaded in declaration order.
