Problem/Motivation

When viewing trashed content directly, there's currently no easy way to purge or restore it contextually from the page it's being viewed on.

Adding a local task addresses this.

View a trashed node directly.

Proposed resolution

Add dynamic local tasks for them.

Provide MR with tests.

User interface changes

Sites making use of local tabs will be able to purge/restore trashed content contextually.

Very nice idea :) I've improved the multilingual handling a bit, then merged into 3.1.x and cherry-picked to 3.x, thanks!
