Place Audit link nearer to the top of Reports [#3618448]

Problem/Motivation

I installed the module and since it is called "Audit", I was expecting to see the link somewhere near the top of the "Reports" page and menu links, right under the three Drupal core pages "Status report", "Available updates", and "Recent log messages" ... But it was not there.

I did eventually find it, at the bottom of the page and the links.

Steps to reproduce

Proposed resolution

Update weight: 10 to weight: 0, so that the menu link is placed nearer to the top, and not at the bottom, where it is easily missed.
