[pp-1] Make $module and $ran_update_number parameters for UpdateHookRegistry::markFutureUpdateEquivalent required Drupal 13

Problem/Motivation

Two parameters ($module and $ran_update_number) indicated to be added to Drupal\Core\Update\UpdateHookRegistry::markFutureUpdateEquivalent in #3561302: Register equivalent updates on site install. They are currently commented out, but need to be uncommented and required for Drupal 13.
