[1.15.0] Update to DSFR 1.15.0 + 1.15.1

Problem/Motivation

Meta issue tracking compatibility with DSFR 1.15.0 (2026-07-17) and 1.15.1 (2026-07-20). Official note: Note de version 1.15.

Note: the compiled zip is not attached to GitHub releases anymore. The library is now distributed through npm only and the new CGU (Etalab 2.0 license since 1.15.1) must be accepted at install. See the packaging child issue.

Worth knowing, no action needed:

• #1422: inline SVG pictogram injection is now same-origin only, pictograms served from a CDN stop loading.
