Server-to-server API to list and/or bulk-revoke outstanding signed_url grants for a field or subject, complementing jti revoke.

Proposed resolution

Auth same as mint (scoped secrets). List and revoke in API.md. Fail closed; no secret material in responses.

Closed (fixed): signed-URL grant inventory + bulk revoke shipped on 1.x via GitHub PR #48 (GH #44). Next minor 1.5.0.
