Problem/Motivation

Automated tests were completely rewritten in Cypress for 3.x. The functional javascript tests in 2.1.x are hard to work with and are a big reason many issues against the branch have been stuck in RTBC. For consistency and to make it easier to maintain the 2.1.x branch, we'd like to backport the Cypress tests and remove the functional javascript tests.

Backported the Cypress suite from 3.0.x and removed the FunctionalJavascript tests.

- 15 specs + harness + setup_test fixture; dropped convert-component and workspaces (not in 2.1.x).
- Added the cypress: CI job.
- Main adaptation: 2.1.x reveals controls on hover (no data-active), so lpSelectComponent real-hovers and control clicks are scoped to the component.
