Problem/Motivation

The 406 says only "request failed," not which languages exist; RFC 7231 §6.5.6 says a 406 should list available representations.

Steps to reproduce

Request entity with en/fr/de, Accept-Language: fi → 406 with no list.

Proposed resolution

Advertise available translations in the error detail and as meta.availableTranslations.
