Problem/Motivation

Menus are exposed over two surfaces, and neither honors the module's langCode / Accept-Language contract:

  1. Core menu endpoint (/jsonapi/menu/menu).
  2. jsonapi_menu_items modules endpoint (/jsonapi/menu_items/{menu})
