Start a 10.1.x branch to support Drupal ~11.4 and drop the vardot/varbase-patches dependency

Problem/Motivation

Varbase Reports 10.0.x targets Drupal ~10.6.0 || ~11.3.0 and still requires vardot/varbase-patches. A 10.1.x branch is needed to support Drupal ~11.4.0, matching the rest of the Varbase 10.1 line, and to drop the per-module patches dependency, which is managed at the project level in vardot/varbase-project.

Steps to reproduce

Proposed resolution

Cut 10.1.x off 10.0.x. Set core_version_requirement and drupal/core to ~11.4.0 only, and remove the vardot/varbase-patches requirement. Collapse the dual dependency ranges to their Drupal 11 versions (better_exposed_filters ~7, csv_serialization ~4). Add a self-contained CI that builds on Drupal ~11.4 and a webship-js browser test for the report views.
