Start a 9.2.x branch for Varbase FAQ to support Drupal ~11.4, bundle the FAQ module, and drop support for Drupal ~10

Problem/Motivation

Varbase 9.2.x is the Drupal ~11.4-only continuation of the 9.1.x line (drops Drupal 10). Varbase FAQ depends on the contrib drupal/faq module, whose 1.x line has no Drupal 11 release (^8 || ^9 || ^10), which blocks resolution on Drupal ~11.4.

The module also still pins vardot/varbase-patches (project-level in vardot/varbase-project).

Proposed resolution

Cut 9.2.x off 9.1.x. Set core_version_requirement and drupal/core to ~11.4.0 only. Bundle the FAQ module as a submodule (modules/faq) ported to Drupal ~11.4 and remove drupal/faq from composer.json. Set drupal/varbase_layout_builder ~10.0. Remove the vardot/varbase-patches requirement.
