Problem/Motivation

After a clean install, when a user makes a layout change in Drupal Canvas, it also shows an unpublished change in the primary menu region. This is because the settings without defaultConfiguration() keys are reset.

Proposed resolution

Implement the defaultConfiguration() method, and also declare the block fullyValidatable.
