Initialize the Educare site template recipe and start the 1.0.x branch

Problem/Motivation

Initialize Educare — an education-focused Drupal CMS site template recipe, cloned from Varbase Starter — and start the 1.0.x branch.

Steps to reproduce

Proposed resolution

Clone Varbase Starter; rename strings, file names, the composer package and theme references to educare / vartheme_bs5_educare; add the Educare brand assets (logo, icons, favicon, share image) from the VBE stylesheet; add the .gitlab issue and merge request templates; and publish the 1.0.x-dev release.
