Problem/Motivation

ServiceNotFoundException: You have requested a non-existent service "workspaces.manager"

Steps to reproduce

open the config form for a content type /admin/structure/types/manage/page
try to change the Navigation + > Edit Mode > Configure
the Default tool is not changed and the above error is logged, when not using the workspaces module

Proposed resolution

check if the workspaces module is installed before using a service from it
