Created a merge request porting the change from #3593281 to Stable 9.

Updated the node--promoted comment in templates/content/node.html.twig:
"Appears on nodes promoted to the front page." -> "Appears on promoted nodes."
This matches the same change made to the other core themes in #3593281.
