The plugin issue is in a good shape, all parts are covered by tests and ci pipelines are green. The group discusses what still should be done before trying to get it reviewed and committed.

In the long run, theme switching needs to be implemented somehow. There is an open issue #3536307: Execution environment: Safely run code inside an environment with partially substituted system state / config which tries to provide a generic and reusable way. that includes language switching as well, which, however, is kind of blocked by #3029003: TranslationManager has method setDefaultLangcode not defined on any interface..

It might be a good move to try and implement theme switching in #3539651: Introduce email plugins and replace it later with the generic mechanism.

There is some API documentation which should be copied and adapted from the old MR. Also the core-email branch should be updated to match all the recent changes.
