The batch cleanup of invalid rows can cause loops and excess permission checks.

Run on sites with >30,000 nodes that have been running Editoria11y for several years.

Workaround for now is to not run 9019 on large sites until I tag 3.0.5 this weekend. Its only function is to add Groups functionality, so there is no harm in skipping it temporarily.
