Problem/Motivation

To begin this integration between Drupal Commerce and the PayPal Subscription API, it is necessary to establish the baseline module architecture, service wiring, and core offsite payment gateway lifecycle.

Proposed resolution

Implement a first MVP that manages PayPal Subscriptions through the standard commerce payment lifecycle.
