Problem/Motivation

Navigation+ bundles several AJAX commands (UpdateMarkup, HighlightComponentsCommand) inside the monolithic edit_mode library. Other modules (edit_plus, ai_plus) need to update page elements and highlight changes asynchronously, but currently must either duplicate the logic or depend on the entire edit_mode library.
