Problem/Motivation

Versions before Drupal 10.6.9 are not secure. The minimum required Drupal version should be Drupal 10.6.x.
GitLab CI jobs already require Drupal 10.6.8, but they should be changed to require Drupal 10.6.9, which has been created yesterday.

Proposed resolution

Require at least Drupal 10.6.9.
