Problem/Motivation

Currently bulk export is possible for certain entity types via UI (out of the box only nodes).

Instead of relaying on Actions API being enabled for specific overview, I suggest to create a new dynamic action plugin for all applicable "collection" routes + custom hook or event to apply action for any specific entity route. A user with export permissions can choose what entity type to export along side with options to include translations and assets
