Problem/Motivation

If you have annual aggregation turned on. Most things work fine, for annual aggregations by keyword or theme, however when it tries to do the annual:unspecified (which means it creates an annual that contains all datasets from the year) the size of the archive can get too large for the site to generate and the cron job times out. And then it tries again the next time around. The end result is that this can prevent other queues on the site from running.

Possible solution, an option to turn off the annual:unspecified aggregation.
