Motivation

For making Drupal site templates, it would be useful to trigger component registration via config entities.

Proposed resolution

Add config actions like we have drush commands.

A config action does not suit very well, since there is no suiting config to apply it on really.
Generally, it would make sense to auto-register the components when a lupus-csr with component-index is installed. So let's do that, this solves the recipe use-case as well.

For the use-case of decoupled frontends + registering components it makes sense to expose a config action from lupus-decoupled and/or suggest registration when changing the frontend url. This deserves its own issue.
