Problem/Motivation

Navigation ships with a 'Content' menu that provides links to create some entity types. By default it includes all node types, as well as document and image media types (these are specifically hard coded for some reason) and user.

After in-the-wild feedback and much discussion, we want to revise this to only include node types by default. As it's a regular menu, other items can be added as needed, but there's not really a great reason to special-case document and image, and the creation of users is not really that common (not to mention if a site has a 'Person' or 'Profile' content type this would be very confusing because they are all listed together in alphabetical order.

Proposed resolution

We would remove these special links and only include node types by default.

+1 to remove media and user links from this menu. It's proven be more confusing than helpful.

Having tested this with users when they select Create, they are expecting to create things like pages, blog posts.
Users should be removed as people may mistake this to mean profiles
Media should be removed as people expect to add media through the media option (beneath CMS in the left hand menu)

100% agree on removing. Looks like it still has some kernel test cleanup. May have some time to look at myself if no one gets to it.

For the new screenshots, I installed Drupal core with the Standard distribution, using first the main branch and then the feature branch. I installed the Media module, then I changed the names of the Article and Page content types and added a third, to make my screenshots closer to the one already in the issue summary.

If this issue gets committed, then I think we can close #3457729: Grouping or prioritisation for items in create menu and #3573730: Improve usability of 'Create' menu in navigation as duplicates.

I agree that we should close #3457729: Grouping or prioritisation for items in create menu but not #3573730: Improve usability of 'Create' menu in navigation as this issue is just a way to make it a little better until we can improve it much more to make it more useful. It's a longer term thing that we don't have an exact plan for, but this definitely isn't finished with this change!

This doesn't apply to 11.x because of a conflict in performance tests, so it'll need a backport.
