Problem/Motivation

Regression can occur if safemenus is enabled but the bundle being validated does not have a menu configured.
Related to 3576868
#3576868: optional validating of menulinks during publish as well as some other fixes

Steps to reproduce

Enable safemenus
publish a node of a bundle that does not have a menu configured in it's settings (structure->content type)
