Problem/Motivation

The Navigation module description is currently just "New administration navigation" - while this is vaguely descriptive, it doesn't seem good enough to explain why someone might want to install it. It's also missing a full stop which all the other core module descriptions have.

Reverted from 11.3.x, since the module description is a translatable string change and we want to avoid those in patch releases.
