The tests are passing now, and I've incorporated the config_enforce_devel suite.

There is more we could do on this front like moving from behat.yml to behat.php and getting this running in CI, but I'm considering this specific ticket done.

Noting that I made a copy+paste error and accidentally referenced #3360975: Add settings tab in the most recent commits, those should have referenced this issue instead, but I cannot fix this now. Next time I should probably just open an MR.
