Problem/Motivation

Preview isolation logic is duplicated across PreviewIsolationNegotiator, PreviewIsolationDisplayVariantSubscriber, and PreviewIsolationHooks. Each class repeats the same checks without caching.

Proposed resolution

Create a centralized PreviewIsolationRequestChecker service that consolidates all preview isolation request checking logic.
