After submitting a webform, we need to send transactional email with template support.

Proposed resolution

Add a webform handler that supports template selection and needed variables for this template.

I push a new webform handler in issue fork.

In my tests, it works well.

Tests on API returns may be improved, I try to have the same approach than in BrevoMailerHandler.

Settings for template's parameters could have a different UI than a codemirror yaml editor: I can fetch contact attributes list, but not send it if I understand brevo-php lib, and there is no "template params" list on Brevo).
