Problem/Motivation

WSE Config needs the ability to get the ID of the active workspace without going through the workspace negotiation process, because some caches or config objects are accessed before we can load and check access for the workspace.

Proposed resolution

At the moment, this is done using a workspace manager decorator, but we should use an event subscriber instead.
