Problem/Motivation

As a user/contributor/site owner it would be great to have MR environments so I can save tons of time evaluating MRs without needing to pull it locally.

Tugboat build fails with this error:

+ vendor/bin/drush --yes pm:enable domain_config
 [error]  Error: Class "Drupal\language\Config\LanguageConfigFactoryOverride" not found in include() (line 15 of /var/lib/tugboat/domain_config/src/Config/DomainLanguageConfigFactoryOverride.php) #0

An idea anyone?

EDIT: A drupal:language dependency was missing in the domain_config module.
