Problem/Motivation

The fallback state provider is only available in Key 1.x but not in a tagged release, by depending on Key 1.21 this module installs the latest dev version of Key.

Before this becomes a stable module and a full projects, we should either depend on a real tagged release of Key or have a shim for the missing State key provider.
