Problem/Motivation

It is impossible to run the test-only job against postgres which leads to comments like #3561800-5: Using \Drupal\Core\Database\Query\Insert::from() on postgres on a table with a serial field can result in duplicate key error

Use a matrix for test only jobs to allow running against different PHP versions and dbs.
Consolidate the PHP variables into a small file to make managing much simpler.
