Problem/Motivation

The archiver needs to keep the current years annual archive up-to-date with so that it updates when any them aggregation is also updated. This makes it so that in August, if someone downloads the 2025 archive for (theme or keyword) they will get everything that has been part of 2025 so far.

This issue has been resolved. The drush command also now accepts a year argument.
