Problem/Motivation

\Drupal\KernelTests\Core\Render\Element\WeightTest mocks some of the form sub system but does it in a way that causes deprecations on PHP 8.5.

Steps to reproduce

Run \Drupal\KernelTests\Core\Render\Element\WeightTest

Proposed resolution

Fix the test so it does not.

Ran locally 8.5.0RC3

1 test triggered 3 PHP deprecations
Applied the MR and got 0
